That now leads me to a part two, is the difference of 1500 lbs between axle capacity, and GVWR, strictly a safety margin? Or is there another reason for the disparity? Again, thank you for your answer.
There are more factors taken into consideration when coming up with the GVWR of a trailer then just axle capacity. As well using a smaller axle would have exceeded weight capacities with minimal cargo carrying capacities.
